The Zoning is for Residential Low Density District “R-3” and Direct Control District No.25 “DCD-25” and deemed that the subdivision as proposed complies with The Municipal Government Act, The Municipal Development Plan, The Sylvan Lake/Red Deer County Intermunicipal Plan, The Sanbar Local Area Structure Plan and The Land Use Bylaw. Red Deer County supports the amendment to increase densities in the area and recognizes that the Plan Area will eventually be annexed into the Town of Sylvan Lake. This increase in density will be completed by utilizing the Town of Sylvan Lake policies, developing as per the Towns Land Use Bylaw, and introducing a significant amount of higher density housing options in the form of townhouses and apartment buildings. Through the creation of the initial Concept Plan, there is potential for 950+ units through a mixture of fee simple lots (600 units) and condominium developments (360 units). As the project advances to the municipal circulation and approval stage, the Concept Plan and densities will be refined, with both Red Deer County as the approval body and the Town of Sylvan Lake as the adjacent municipality. Discussions with the Town of Sylvan Lake have also occurred, and they are supportive of the development, recognizing that it would be annexed into the Town, in the future. Servicing of the lands has been described in both the County's and Town’s infrastructure master plans. All services will be provided by the Town of Sylvan Lake through interim and ultimate options. Kountry Meadows, also known as Kountry Meadow Estates, is an unincorporated community in Alberta, Canada within Red Deer County that is recognized as a designated place by Statistics Canada.[2] It is located on the west side of Range Road 25A, 0.6 km (0.37 mi) south of Highway 11. It is adjacent to the Hamlet of Benalto to the south. In the 2021 Census of Population conducted by Statistics Canada, Kountry Meadows had a population of 199 living in 103 of its 109 total private dwellings, a change of -9.1% from its 2016 population of 219. With a land area of 0.13 km2 (0.050 sq mi), it had a population density of 1,530.8/km2 (3,964.7/sq mi) in 2021.[1] As a designated place in the 2016 Census of Population conducted by Statistics Canada, Kountry Meadows had a population of 219 living in 105 of its 114 total private dwellings, a change of -3.9% from its 2011 population of 228.
